You can't compare it to Curse of Dragon because Curse of Dragon is a Dragon-type monster. You have to compare this to the other Level 5 Fiend-type Normal monsters.

Luckily for you, this beats both King of Yamimakai and The Earl of Demise by 100 ATK points, and therefore, it is the strongest Level 5 Normal Fiend-type monster in the game. However, it would only see play in Decks that would specifically need a Level 5 Fiend-type Normal Monster, which would be... uh... none of them. You could bump its ATK up a bit more than 2100 though. You could also turn the ATK to 2600 and turn it into a Level 6 monster (making it Level 6 would be optional) to make it better than Summoned Skull, if you want.

There's a monster called Frostosaurus, which is a Level 6 with 2600 ATK. There's also Trance the Magic Swordsman (according to DN), so making this Level 6 with 2600 ATK is pretty reasonable, actually.
