You can't stop them with Rai-Oh, you can't use Crow unless it's preemptive...Like the rest of the Dragon part of the Deck, it's shut down by Imperial Iron Wall. So they can set Eclipse banishing as CL2 and resolve it, then its return effect as CL1 and return DAD immediately. In the TCG, CLs are determined by when they're actually achieved, for mandatory effects. So its banishing effect is automatically CL1, whereas its returning effect is CL2. The wiki says that, if there is no card banished, you can't even activate the returning effect, so you wouldn't be able to place it on the chain at all. Then again, the wiki was talking about one specific scenario when they usually don't, so I'm not sure if someone was just screwing around in the rulings. [/quote] It's not that you can't activate it, it's that it fizzles since there's no target. You still end up banishing something.
