It's tied as the strongest Normal monster in the game, but having it be Level 7 hurts it since it's better to make them Level 8 instead. The Level thing goes for the rest of them too. The EARTH one is too. The WATER one is weak, though being Level 7 makes it Tribute-Summonable with only one Tribute with A Legendary Ocean, but there are stronger targets. It could do with a bit more ATK. The WIND one isn't too broken, but people are going to complain about it being over 3000 ATK. If you want, it could be 3200 ATK, but 3500 is a tad bit over the top.
