The Level of this card is increased by 4 until the End Phase. Also, activate by Releasing this card. Add 1 "Galaxy" Card from your Deck to your hand, except "Galaxy Wizard" Said to be in Duelist Pack Kaito. I'm hoping this is real and not an elaborate troll as I've realized this card is ridiculous. The first translation posted here said that it searches for "Galaxy" monsters but all translations I've seen since (Shriek/NeoArk/Pojo/etc) say that it's "Galaxy" cards. Why does this make a difference? The translation with card allows it to search Galaxy Queen's Light, making combos with it far, far more consistent. And the ability to search Galaxy Queen's Light works well with the first effect as well: Summon Galaxy Wizard. Change level to 8. Activate Galaxy Expedition and summon Galaxy Knight/Galaxy-Eyes/Photon Wyvern (Wyvern for Level 7 plays). Tribute Wizard and add Galaxy Queen's Light to hand. The monster summoned through Expedition can now act as your target for GQL. Of course, you don't even need to use Expedition or a target for it, that's just a nice bit of bonus synergy. Wizard itself can be searched through Accel Light if necessary. I want to experment a bit with this but I can definitely see some possibly consistent level change strategies in decks that can spam a lot of monsters with levels.
