Lore: Once per turn, you can tribute 1 face-up LIGHT monster you control to gain LP equal to its Atk. If "City of Light" is face-up on the field, then you do not have to tribute a monster to activate this effect. When a LIGHT monster you control is selected as the target of an effect monster's effect, you can pay 1000 LP to negate the effect, and destroy that effect monster.

You can read the text. You may have to squint in order to do so, but it's not that difficult.

1. City of Light? Uh, The Sanctuary in the Sky? Whatever it is, single-card reliance like this is bad and makes the effect situational. EDIT: Oh, it's some other card you made. Well, if you ever do things like this, give a link to the thread with the aforementioned card(s) so we know what it does.
2. The heal-by-1000 effect is too miserably weak for a cost. Just get rid of the Tributing cost completely. In fact, you should also increase the amount of life points you get by this effect.
3. The protection-from-effect-monsters effect is pretty cool.
4. Having 2400 ATK for a monster requiring 2 Tributes for a Tribute Summon is horrendously weak. Since it's a Fairy, "Valhalla, Hall of the Fallen" exists, but this is still considerably weak anyway. Either make it Level 5 or 6, or bump its ATK up to like 2800 or so.
