The OCG and your English Grammar is a bit off. But still, it's OP'd, IMO. It's Foolish Burial on steroids [s]and bewbs[/s], TBH. You can't SS the turn you activate her effect, but it still sets up plays the same way Pot Of Duality does. A must have for Chaos Dragons, and a possible semi-limited target if it was released IRL.

[s]However, my argument is invalid because bewbs. [/s]

[background=rgb(251, 253, 254)]Special Summoning, unless written otherwise, is always face-up. So saying Face-up position is redundant and unneeded. -w-[/background]

So it's a -1 that will probably take my Normal Summon and stops me from making any Special Summons. No real use as a beatstick. There are surprisingly few LIGHTs that activate from the Grave in generic Decks. Only one I can think of is Soulkius. The last effect seems negative, with few positive uses, but still some.

I don't know Chaos Decks having enough trouble filling the Grave to justify this. It's very slow indeed for a benefit that you could mostly get with Armageddon Knight or Ryko/Lyla or something. I'm not sure it would see much play. I thought Lightsworns for a moment, but it inhibits Wulf's Summoning, so not there.
