As I can tell, you are a newer person to the forum, so for future threads, if you could include the effect text at the bottom of the card so we can make OCG fixes plus give you some ideas for effect changes that would be appreciated.

First off, I will supply you with an OCG fix:

You can Special Summon this card (from your hand) by banishing 1 Spell Card in your hand and 1 Spell Card on the field. When this card is successfully Special Summon: Banish all Spell Cards in your Graveyard; Inflict 400 damage to your opponent for each card banished by this monster's effect.

Now onto the card itself. The summoning cost is a good cost in my opinion. For the utility of being able to drop a 2400 beatstick with a special summon condition is a very good thing, so the cost seems to be a good one. The abuse of this effect will most likely be minimal, seeing as most Monarch decks do not run S/T Cards, but it would be interesting to banish an opponent's card for your cost. This card obviously brings good Xyz potential with Monarchs, as you can quickly go into a Photon Strike Bounzer and start to take control of the game. The burn effect is interesting as well, as you could quickly rack up 2000 damage. Might provide a deck with some OTK potential. Overall, the card is quite a good card and is very useful. It is somewhat balanced, but be weary of the fact that it might bring some decks some good OTK potential.

There are a few things that just don't make sense with your card. First of all, why does a WATER monster have a burn effect? FIRE is commonly connected with burn, so a WATER monster having burn is odd. Second, I have never seen a WATER Psychic. I usually see DARK or LIGHT Psychics, so it doesn't seem right.

I do enjoy the idea though, but it can be too dangerous mid to late game. I honestly think this card is OP'd considering that this can deal a lot of damage for the used Spells in your Grave. In a sense, I don't like burning your opponent for you simply playing the game, especially when it can end the game quicker than it needs to be. It's an interesting and useful idea, but it's bad design that should be avoided.

you are not imaginative are you ? imagine water tentacles lashes out at your opponent for the "burn eff" 2nd monster like EARTH Fiend-Type and WATER Psychic-Type monster are uncommon for now ...... so they can not be abused as easy like DARK Fiend-Types and Water Fish-Type

the burn should be droped by 200 day of peace monster reborn dark world dealings terra forming field spell cards toon tablet of contents toonworld

you might need to add when this card is special summon by this card effect (as just special summon can abuse this chunk fairly easily)

When this card is successfully Special Summon: Banish all Spell Cards in your Graveyard; Inflict 200 damage to your opponent for each card banished by this monster's effect.

wasnt specific on about the spell card on the field part

I really can only see someone hitting it for a OTK<using that draw combo> in an exodia. In an exodia, no one would really run this.
But the plausibility of an OTK is always there. I might lower it to 300. 20 spells for 4000 is a bit menial. As 2 cemetery bombs in a mill deck could do much more damage.
