What would it be equipped to? Why is that an issue? Is it an issue worth restricting this card over?

The answers to those questions are: Mermaid Archer, it isn't, and it isn't.

You're OCG needs some work:

"Cannot be Normal Summoned or Set. Must be Special Summoned by tributing 1 monster you control and cannot be Special Summoned in other ways. The ATK of this card is the combined Levels of all face-up monsters on the field x 300. You can tribute this card; Special Summon 1 monster from your hand whose level is equal to the combined Levels of all face-up monsters on the field."

I worded that wrong. I meant it can't have cards equipped to it.

And I suppose Mermaid Archer could be equipped with, basically, a blob of blood. I imagine it as a "bloodlust" for the gal.

EDIT: That wasn't an OCG fix. That was a total effect change in the last part. The concept is to shapeshift a monster into a lump of blood to further be turned into another monster with the same stature. What you just posted is totally irrelevant.

Not really. The way you put it was kinda broken, actually. I could have several monsters out whose Level stars add up to more than 10 or so, giving me an easy opportunity to summon a powerful monster for a very small price.

This is really terribly underpowered, IMO. It's a -2 Summon. Usually you could manage it with just Double Summon. Or using Jester Confit if you need tribute fodder. Something like that. The equipped clause is also pointless, IMO.

It could have a lot more potential if it Summoned from the Deck, but that might make some already-fast Decks even quicker. Maybe Summoning from the Deck during the End Phase. Or Summoning from the Deck and negating the effect for the turn?

The clause was added so that it's ATK couldn't get raised outside its core ability. The way I see it, someone can make a deck around this card made of nothing but ATK-raising equip spell cards so that they can get powerful monsters out quickly with little sacrifice.

And, even if it was from the Deck instead of the hand, that Deck would be weaker than most casual Decks going around at the moment. It's really not difficult to get non-Nomis onto the field, and putting inconsistent Equips into the Deck would just clog it.
