"Time in the Frost" can be improved by turning it into a "Cold Wave" (stop Spell/Traps until the next End Phase, and it would be already balanced because of the activation requirement) and a Quick-Play Spell (Your opponent wants to destroy your "Frostosaurus"? respond with this card).

Frostoraptorus seems fine. However if you could re-name it so it also includes "Frostosaurus" in its name and thus becoming a target for "Time in the Frost" it would be even better. Probably something like "Raptor Frostosaurus", or maybe relate it with the existing Gilasarus (also special Summons itself and is Level 3) and name it "Gilofrostosaurus"?

I wanted to make "Time in the Frost" like "Cold Wave" but not nearly as broken. Cause Cold Wave is banned for a reason. As, if I did add "Cold Waves" ability to it, it would just completely shut down my opponent and pretty much give a turn negation which is not a good thing. I also thought of making "Frostoraptorus" a target for it but decided not to because then it'd be way to easy to use. Plus, what with Frostoraptorus's eff. as is, it's not going to be super hard to pull "Frostosaurus" out anyways.

Well, "Frostosaurus" is not that of a great card either: Yes, it has the highest ATK of 1-Tribute Normals, but still usually costs you a card to Summon it. So the more support he gets, the better.

Back to the Spell Card, I wouldn't worry by turning it into "Cold Wave": There is "Blizzard Princess", who does a similar thing (only during your turn instead of yours and your opponent's) and is almost as specific as this card, and yet we don't see her often in Decks, do we?
I would also remove the cost of destroying a WATER monster. You already lost "Frostosaurus", and now you are losing yet another monster? Unless you destroy a "Treeborn Frog" you won't be gaining advantage from this card.

BOLD: It seems like your losing a monster but really your just trading one in and thinning deck by 2.

Basic Example: I active "Time in the Frost", "Frostoraurus" goes to grave and "Time in the Frost goes to grave. I activate "Time in the Frost"s 2nd ability, banish it and destroy a water monster. I pull "Frostoraptorus" and instantly discard it, and pull "Frostosaurus". Now I effectively have a means to summon "Frostosaurus" next turn and have just thinned my deck by 2 just from that play. It's a -1 but a good -1. Hand wise it's a +0. Also, Oyster Meister, can be used for "Time in the Frost"s 2nd effect.

Blizzard Princess isn't even close to as bad as "Cold Wave". Nor even as good as "Time in the Frost".
