Although i'm afraid that some of them are abusable with lightsworns. I can't really think of any way but still.

As you already aknowledge, there are many fillers on the Set so I will mostly focus on the key cards.
First, the background of Cyaneus makes me think it could be WIND rather than WATER, but that's a personal preference.
You also know these could work with Lightsworns, but still you could make 1 or 2 LIGHT "Ferus" for Chaos Sorcerer and Black Luster Soldier, activating Palma's effect.
I see most "Ferus" activate by destroying by battle so a decent "Ferus" specific Token generator would be good. We already have Ojama Trio, but it is Limited and thus unreliable for combos, and I don't think you want to give your opponent "Nightmare Archfiends".
- "Ferus Arcus": I feel milling 5 cards is way too much: in a Ferus Monster Mash, that would be a guaranteed 2300-ATK beatstick + combos from the milled Ferus. You could turn it into a "Ferus" Card Trooper by milling 3, gaining ATK for each (up to 1900), and gaining a Level for each milled "Ferus".
- "Ferus Cornu Noctus": Considering it requires an specific Tuner, I think it deserves a bit more ATK: 2500 or even 2600. I know Gaia Knight has 2600 ATK, but it is also generic; think of the effect of Cornu Noctus as a reward of playing a Ferus Deck.

Ok, Kvn, here's your 200-word review for winning my 1v1 contest (God, this is going to take forever). Let's get this started. First off, your OCG isn't the best, but then again this is an old set from when you were a noob. Now, I'll review the cards individually first and then as a whole:
1. Celer is going to be incredibly easy to summon given the deck theme, and it mills even more cards when it is summoned, possibly producing another Celer. This card makes the deck a helluva lot faster and more competitive, and I'm all for competitive synchro decks, so me gusta.
2. If Cyaneus is ever milled, it's an insta-combo. Bring out a Ferus, synch it, and BAM! More deck speed. It's not ultra-abusable because it can only be used once per turn, per card, so more me gusta.
3. Militis is where the deck teeters on OP'dness... you can mill AND search. It's not a loop because Cyaneus is level 3, but it is a bit powerful if you mill Noctus and search Celer... Maybe nix the milling effect.
4. Compello is obvious food for Quorum (which is like the Leviair of the set, lol). Maybe its Atk boost effect is too much... Drop the boost to 1000 and it'll be fine.
5. Noctus is another staple for the set. You can revive your monsters for super fast combos, but if its drawn you're pretty much screwed. Me gusta.
6. Arcus is a big risk, but worth it.. You can risk having its level blow up out of synchro range, but you get to mill and give it a sweet Atk increase. And, if you mill 4 Ferus, you're guaranteed an Omnipotens. Balanced, but powerful. Me gusta.
7. Calco is obviously material... The hand destruction effect is a nice touch that can put your opponent in a tight spot. Me gusta.
8. Immunda is more material, which is good. Its spell/trap disposal gives the set a nice advantage in the meta. Me gusta.
9. Lacerta is an obvious beater and material for synchs. Simple, but me gusta nonetheless.
10. Loricatus... same deal as Immunda. Me gusa.
11. Cruentus is a nice beater and material for Potens that spices up the deck a bit. Me gusta
12. Vallum is a big wall. Big wall. Not as cool as the other cards, but I can't hate on it. Me gusta.
13. Cornu is a nice anti-meta piece: it disrupts Sangan, masked dragon, and a myriad other "combo cards", so to speak. I like it, but it needs more beef in order to be preferable from other level 6 synchs, like another card you posted, Shraken. Maybe beef it up to 2400 Atk.
14. Frendo is an obvious piercing beater. A nice reward for milling your cards. Me gusta.
15. Potens, Potens, Potens.... basically an insta-Omnipotens given the nature of the set. However, if you choose to keep it, you get 2 cards... Hrmm... I suppose its design isn't broken, given the current state of the meta. Me gusta.
16. Ohohohohohoho...the BIG BOSS! The key card! Given the fact that it's super easy to summon, I think making it invincible to traps is a bit overkill. Mirror Force, Torrential, and many other traps are meant for monster control, and this card gives em the finger. It's a powerful card even without this effect, as it mills more ferus and potentially specials them, causing for more Ferus synchs to emerge. I like it, but nix the anti-trap effect, or else it's too strong.
17. Animus is a mixture of the plusses of forbidden chalice and forbidden lance. A nice reward for running this deck, and it makes it a good deal more powerful. Maybe a bit too strong, but I dunno.
18. Rekindling for Ferus! It brings back Ferus from the graveyard for insta-synchs, and sets up multi-synch combos. Too damn strong, I can see some loops arising from this. Making it a 1-or-2-monster revival is much better.
20. Effugio is BROKEN! You're likely to have 5 Ferus in your grave at a given time, and this mills for potential combos with quorum and cyaneus. Not to mention the fact that it negates spells AND traps. Soleley negating spells should balance this card pretty well, as 7 tools fills the anti-trap niche.
21. Ferrum won't last long in the meta, which is good, because otherwise it would be broken. Its revival effect is a plus when it's destroyed and a nice swing on things. Me gusta.
22. Sanctus is pretty cool in design, and shelters some of your vulnerable Ferus from mirror force or d.p. Overkill? Not realy, given today's meta. Me gusta.

Now, the set as a whole:
Super competitive and super usable. If this set was released it would easily become a tier 2 or maybe even tier 1 deck. I feel like it's usability would go up if maybe 1 or 2 more of the monsters could mill, but that's just me. Overall, a well-made set. 9/10

That should be 200 words at least. Btw, Kvn brought this set back JUST so he could squeeze a review out of me... devious bastard.

Forgot to add 2 synchros >.< Anyway thy're added and some cards edited. (The ones listed above.) I don't want to make Light/Dark ones (not including Vulnero), because i don't want this to be jumbled into the broken mess that is chaos.... I didn't edit Militus because having to destroying a monster by battle is balance enough, but idk i might change it.

I just realized something about the set: Quorum and Celer create a loop, especially given Potens's effect. Think about it:

1. Special Celer
2. Synch Quorum
3. Use Quorum effect
4. Tune Celer + other monster: summon another Quorum.
5. Synch Potens
6. Use Potens eff: summon Celer
7. Synch Omnipotens
8. Repeat

Soooo... I'd add to Quorum the following clause: "The effect of 'Ferus Quorum' can only be used once per turn. It changes the potential loop (get it? POTENtial? Ok I'll shut up now...) into a fair and balanced combo.

*facepalms* Here i go sora (this isn't gonna look good for you). First off quorum would need a target in the banish pile before it can banish a card to special. Secondly, how could it be a loop, summon quorum & special celer then sync (didn't i post this combo up there) and it ends there. Finally (this is gonna hurt), it's effect is already once per turn...... (i coulda said this first but whatever ^^.)
