More or less ridiculous. Obviously, being able to eliminate a monster from the field with a splashable Rank 4 is broken. Equipping it, on either player's turn, for later use as a cost? Killer. Any cost you could attach to the equip would not be enough. While you could have it only work while your opponent has 3 or more monsters on the field or something, it's still too fast. At least you could remove the "during either player's turn" clause so this isn't an instant +2.

I think the first effect is OK. If your opponent has two minor boss monsters for you to attack, this could be useful. Unless one or both of them have between 2100 and 2500 ATK, though, Kachi Kochi Dragon is better. Good thing that lots of things DO have that much ATK. Ultimately, this is a decent splashable Xyz stapled to a broken one. Undo that second effect and we're good.

Ok.
Fixed. I'm keeping the "Send 1 Monster" part since it's the trademark of Killing Doll cards, which are my next archetype.
