Allow me to give a few reasons why... ...it can instantly fetch Red-Eyes Darkness Metal Dragon, who can get another dragon, and start up enormous combos... All with just this one card (And some hand/graveyard setup) ...It has no drawbacks. It's just straight-up summoning a dragon from the deck. It's fast, and you can actually reuse its effect, since the "Once Per Turn" is limited to only the monster. It should at LEAST have a cost of some sort, because 'not being able to attack' doesn't really stop it from doing something else. ...You can make instant Xyzs and Synchros that can meld with any other dragon/dragon tuner. Considering the huge support dragons already have, it's almost like a level 4 tour guide. Only without the effect negation. <--- Maybe you should negate its effects. The last effect is a nice touch, but it doesn't help the already existing problem of the card being too easy to use and pretty much too powerful. It can be stopped, of course, but when it gets through - avoiding the veilers, traps, etc - then you've basically started a play with the greatest of ease. However, there are still many ways to weaken it with it still being viable. Perhaps a level restriction, Perhaps an effect negation, and perhaps a cost. Those would all help somehow. It's hardly searchable though, and Prophecies are probably the only ones that can get this card quickly enough to not rely on luck. However, I doubt they have much room for Dragons for this. Although, the Frog Engine is always accepting. Despite that, you get to Special Summon monsters from your Deck for Free. Blue Stone of Legend turns this into Gaia Knight, Magna Drago turns it into BRD, and Vice Dragon turns this into a Volcasaurus for little more than a Tribute Summon. The fact that it SSes Dragons from the Deck for free is the broken part of this. It needs a cost for this effect. Finally since it has just 1700 ATK for a Level 5, which is right at the lowest it can get before reaching ATK values so low that it gains support, so you could boost it into the 2000s.
