Not-so-Radiant Arin
You can Special Summon this card (from your hand) if there are a total of 20 or more cards in both player's Graveyards. If there are a total of 20 or more cards in both player's Graveyards, this card gains the following effect: "This card gains 1000 ATK and When this card inflicts Battle Damage to your opponent; Send the top 2 cards of both your and your opponent's Deck to the Graveyard, and for each Monster card sent: Inflict 400 damage to your opponent."
Mainly, this card is used as a mid to late-game pusher, considering that it can be dropped so easily. The milling and burning effect might be overdoing it a little bit, though. But considering how the Graveyard has become the 2nd Deck (more often than not the Banished Zone is now the 2nd Deck), I felt taking a step back might be a nice change, while also providing an albeit moderately slow monster. Alice Moonflowyr
inb4 some kind of slowpoke, but how is it easy to drop? The only way to summon it normally I can see is a 2-tribute summon. And it's a Spellcaster so no help there. In it's current condition I wouldnt run it at all. Games are now pretty much so fast that they end before one person gets 20 cards in the Graveyard. And if you cant win before then, you're either bad, using a bad deck, or you got a terrible opening hand. I cant fathom any reason why I would run this card in any deck. VictorSempra
I agree with Spike here. There's no easy summoning condition for this card, and the fact you need 3/4's of na average deck dumped to use it is really, really bad. You would have little to no combo-ability with it at that point, not to mention how close to decking out yuo are. And as Spike said, most people win WAY before you even hit 20, especially with how much card recycling is done nowadays.
Not-so-Radiant Arin
Hmm, I may change it to 20 then, and give it a Special Summon clause. Also, I dropped the ATK to 1900 to give it synergy with Magician's Circle.
Alice Moonflowyr
Make it Level 8 too, so you can at least get some Gimmick Puppet shenanigans in there.Looks a bit better, but I still think that it should be level 8. Also, heres a neat lil idea, you might be able to make the count 25 cards, but have it be both players Graveyards combined. That makes this a bit playable if it doesnt rely on one player getting 20, but simply both players getting 10.

Alice Moonflowyr
I'm not good with the OCG on my suggestion, but from the wording changes I'm going to assume you took my suggestion xD Well, with the card Level 9, I give this a 6/10. It's a decent pusher, but not useful for much else. If you make it level 8, I'd give it a 7/10 because Gimmick Puppets.
CommanderVolt
I'd rather make Dyson Sphere / Heart-eartH then Rank 8s. Just saying. OT: Anyway it looks very neat and I like it. as a spellcaster it could see use in Spellbooks depending on your build as a certain build fills the grave incredibly fast. I find the milling + burn effect to be nice, depending on how late the game is you may not be getting much out of it in terms of damage but it ceartinly has its niche. Based on the flavor im deriving from this monster, it's meant to quickly push the game away, essentially wiping away the rest of the opponents clock. (Its a term i got from playing mtg, sue me.) Spellbook of Life and Magical Dimension also help in bringing this out.
