I will do my best to match the effect of the card to the definition of the word. These cards will not necessarily relate to each other, but there is a possibility that some cards may go hand in hand. Why would I want to use this over D-Prison, Solemn Warning, Compulsory or anything like that? Honestly, the VERY first thing I would do is make it something not luck based.
