Lore: When this card is Tribute Summoned successfully have your opponent blindly chose one card from your hand. If it is a monster Level 5 or under it is summoned face up Attack position. If the monster is level 6 or up it is summoned face up Attack position with its attack and defense decreased x1000. If the card chosen is a Magic or Trap card the selected card is sent to the graveyard.

OCG Fixes:

When this card is Tribute Summoned successfully: your opponent randomly targets 1 card in your hand. If that target is a Level 5 or lower monster, Special Summon it to your side of the field face up Attack position. If that target is a Level 6 or higher monster, Special Summon to your side of the field it in face up Attack position with its attack and defense decreased by 1000. If it is a Spell or Trap card it is sent to the Graveyard.

I think that's right (I'm not sure).

Now for the effect:
Nice, keeping it simple with 1 effect. I can't always do that :). Good use of Levels, but the drawback for Level 6 or higher is a bit much, so I changed it by 1000 from x 1000. I do think that the actual effect is a bit OP, since if you run a deck with a minimal amount of S/T's with this card in it then you are almost guaranteed a Special Summon. It all does feel a bit random though, the ATK and DEF stats seem a bit low for a non-archetype Level 6.

My advice:

When this card is Tribute Summoned successfully: your opponent randomly targets 1 card in your hand. If that target is a Level 6 or lower monster: take damage equal to its DEF and Special Summon it to your side of the field. If it is not a Level 6 or lower monster, discard it to the Graveyard.

With the new effect, you can keep it at 1900/1600. Arguably it is UP'd, but it has ok OCG and UP is better than OP in YCM.

Without changes, I give it a 4.5/10. It has a good premise, but OCG and and an OP effect lets it down.

I don't see how it's overpowered however I don't really see how it would be used, it's not very useful because you don't really Tribute Summon much in today's game. The effect is perfectly fine since it needs to be Tribute Summoned. It's low ATK is also a hindrance. The only Deck that uses Tribute Summoning is a Frog/Monarch Deck, so that's the only Deck it can really be used in, but even then, it's not very useful.

My Suggestion: Make it be able to Summon Level 6's as well so to Support Xyz Summoning, then, you can have a cost or damage to your Life Pints like Alphaman suggests and/or a discard cost. I would also suggest in addition to making the ATK decrease, have a clause that says you cannot attack the turn you activate the effect.

Just a couple thoughts on this:

I actually think negating monster effects is a bigger nerf than halving ATK stats. Then you gotta keep your hand full of (high level) beatsticks to make anything out of it. Perhaps you could require the player doesn't have any Spell/Traps set to activate the effect.

Also, you could play a Reasoning-style guessing game to nerf it even more. Ex: Your opponent calls whether it's a level 4 or lower monster, level 5 or higher or Spell/Trap. If he guesses right, the Special Summoning effect is negated (and the card sent to the grave...?).

I think the second one is particularly fun, but that's just me. lol
