EIs need a Field Spell and (usually) 2 Tributes. Watthydra needs to be Synchro Summoned. +Its SS clause doesn't technically get rid of your cards and is easy to achieve. +Likes cards such as Messenger of Peace and Level Limit Area B. +OH GOD SAFE ZONE. But, that does prevent it from attacking directly... +Rank 3s. -Weak -Method of victory via "whack with card 6 times" is too slow for this format. -People get angry at Stall, which might be where this will be found. -Probably worst card design. I should have let you draw 5 cards when it was Summoned in any way. -The face-up card is disabled and unprotected from this effect until your next turn. Or am I mistaken; it's about how it is supposed to work with Messenger of Peace? Is it because it can kill Celtic Guardian? A mix of a few things? Is it everything? I can't fix the card - or anything - if I have no idea on what is broken about it. It also helps if I know your reasons as to why this is OP so I can make sure you're not becoming too critical of something that isn't as bad as you think it is. Now it likes things like Fiendish Chain and CotH too, but the time-out for it, to me, justifies the re-use potential this has with things like CotH. If I may give my opinion, the effect should be something along the lines of: "This card may be Special Summoned by activating 1 Set card from your side of the field. If the effect cannot be resolved, destroy that card. Once per turn, you can reduce the original ATK of this card by 450 points until the End Phase. During the turn this effect is activated, this card may attack directly. If a face-up Spell or Trap card on your side of the field would be destroyed, you can discard 1 card instead." Otherwise, I like the artwork, name (although being a bit of a grammar enthusiast I'd change the name to "Dimension Reach" or "Dimension Reacher" given it's a monster), and attack/defence points. 7/10. It's a nice direct attacker that TGU can grab, and it has FANTASTIC synergy with call of the haunted, but other than that, I can't really see any good uses for it. I suppose you could flip down an orichalcos to bring out an extra deck monster, but what kinda deck that can synchro or xyz runs orichalcos? :/ The card's really kinda awkward and probably wouldn't find a spot in most decks.
