Okay so, what am I doing?

[b]I only just thought to myself after searching the web for YGO cards, I don't know any other than the few I used to have when I was a child. Remembering 6 years ago, when I was envious of my best friend for having the Egyptian god cards (don't even know if they're still rare?!). Anyway, back to the point...[/b]

[b]How have YGO cards evolved and changed?[/b]

[b]Is there a new layout & rule book?[/b]

[b]I last played in 2005.[/b]

Konami introduced cool new White and Black cards. The White cards can be summoned from the Extra Deck by sending a new type of monster, called Tuner, along with other cards that add up to the level of the Synchro monster to the graveyard. Synchro monsters are very powerful.
The Black cards are called Xyz, they are summoned by having 2 or more, depending on what the card specifies, monsters with the same level. It is summoned from the extra deck by putting these monsters under the monster. These monsters under the monster are called Xyz materials. Xyz monsters are even more powerful.

Yes, then I suggest you watch a few duels as well and get yourself in touch with the best cards of the age.

The rule book wouldn't help all that much to be honest. I'd go with what Endeavour said and watch some duels. You can do that by using Duelingnetwork.com.

Obviously he needs to read the rule book to understand Xyz/Synchros.

Yeah, lot of learning and research. I came to the site like...3 1/2 years ago, and had to learn pretty much everything from scratch because all the knowledge I thought I had was insufficient for actual competitive playing and designing.

I imagine you'd be fighting an even steeper uphill battle if you didnt at least devote a lot of time to playing the World Championship video games over the years.
