Haven't posted a card in a while. Generic Support. Whatever:

Cannot be Tributed or used as a cost or as Material for a Summon unless it has destroyed a monster by battle this turn. This card inflicts no Battle Damage. Once per turn, if this card battles: You can reveal 1 Monster Card in your hand or target 1 monster you control; Special Summon 1 monster with the same name from your Deck in Defense Position, but its effects are negated. One other Attack Position monster you control cannot attack the turn you activate this effect.[/spoiler]

CHANGE tO:

As long as you control this card, during the turn this card battles, no other monster you control can declare an attack.

Gotta give you credit for originality, don't think I'd ever think up an effect quite like that.  Summoning it is extremely easy, albeit costly on your resources, so I'd call it fair.  The 3k ATK bit might be a *bit* questionable, but it's not godawful and isn't in dire need of changes, especially because it can't inflict battle damage.  The SS effect is pretty fair because your targets are situational, the summoned monster has its abilities negated, preventing you from spamming stuff like Hanzo, and the monster is summoned in defense position.

 

It's not Overpowered in the least, and if anything, I don't think that the last restriction (the "one other dude can't attack" thingy) needs to be in there.  I'm not worried about this thing causing OTKs due to the no battle damage clause.  It's absolutely balanced.
