Lore:

During your Main Phase, if this card is in your Graveyard: You can Tribute 1 face-up monster on your side of the field; Special Summon this card, and if you do, both players take damage equal to half of the Tributed monsters ATK. Each player can only activate the effect of "Turbo Turtle" once per turn.

It's really not that good. I would prefer if it were a higher Level (It'd be boss if it were Level 10, Gustav for Tier 3) and possibly if you had the option to Special Summon from hand. There really isn't much to say about this card. I don't really get the point of it being unable to be Special Summoned except by its own effect.

I had it able to ss from anywhere except the deck but I thought it looked OP. It's heavily restricted 'cause I don't want no loops.

Only the "once per turn" clause should be enough. It'd be coolio if it were Level 10. This plus Gustav equals...
