So let's take a look here at it's anime effect, which is marginally better. 

 

 

2 Level 4 monsters

Cannot be destroyed by battle except with "Number" monsters. During either player's turn, when your opponent activates a monster effect: You can detach 1 Xyz Material from this card to target 1 face-up Effect Monster your opponent controls; while this card is face-up on the field, that target's effects are negated and if it declares an attack, destroy it and inflict damage to your opponent equal to its original ATK.

 

Instead we got some crappy "cannot change battle position" added in. 

 

and an fyi, the way its effect works is that it pokes at a monsters pressure point.  (one of the finger tips turn into a drill)
