Basically spoil your opponent's next turn when they have no cards in their hand. You can also use it when they target something in the Graveyard. Foolish Return would be absolutely useless if this card came out. Also, it seems impractical early-game and just makes fairly little sense. You're going -1 so your opponent can draw a card you want them to. So? It locks down your opponent's Draw, like a Time Seal (a banned card). But I'd say its too situational. I'd rather make better use of my space. It's a really cool card and works wonders at the right time, but it can be a dead draw. What if you made it so that it could return either a card from their Graveyard, Banished Zone or S/T Zone? Then, it could serve a myriad of uses. You could set it to negate Leviair, use it as a D.D. The card can be used effectively in stall and lockdown decks such as Final Countdown and Naturias, but as Aix said, at the wrong times it can be a dead draw and useless. In fact it's fundamentally more powerful than Time Seal because you can screw up Graveyard targeting and know what your opponent will draw at the same time. But since Spell Cards can't be recycled as easily anymore this doesn't loop with Mask of Darkness. I think this needs some kind of restriction. I didn't even know there was something like Foolish Return, lol It's better than Drastic Drop off actually. There are cards that can work from the Graveyard, suppose that card was something like Necro Gardna, Plaguespreader Zombie, Spore, Vayu the Emblem of Honor, Dandylion,The Suppressor Dragons or Mezuki, Drastic Drop off is just setting up their strategy. This is actually more powerful than you think. I did have Time Seal in mind when I made this. Rather than unbanning Time Seal, they could release something like this card. Hopefully they get a card that uses the graveyard, that way they get a bonus (D.D.O) B. You go -1 for their +0 and you know 1 card in their hand (This card) Seems a bit useless. Also, this would lose to cards that search at the end phase. But, possibly win if you could send it back to the deck real fast.
