Just a little more appropriate. Maybe something like: "Russian Meteor was a White House conspiracy?!"

You can Special Summon this card from your hand, by tributing 2 Tokens you control. Once per turn: You can banish 1 WATER monster from your Graveyard; Place 1 Ice Counter on this card. If you control another "Snow" monster, you can activate this effect twice per turn. Once per turn: You can remove 1 Ice Counter from this card, Activate one of the following effect(s): ● Banish 1 WATER monster from your hand; Draw 2 cards. You cannot Special Summon this turn.  ● Special Summon 1 "Snowdust Token" (WATER/Spellcaster/Level 3/ ATK 0/ DEF 0).

OCG is horrid, as you can tell. I have no idea how this will affect those blasted Mermails/Merlanteans/Atlantean/Mermailatlantean/Mermailatlanteanglacia/gohomekonamiyouredrunk decks since I merely intended this to be Ice Counter support. Please don't send me to YGO Prison if I accidentally broke Atlanteans/Frogs. Pwease? :3

Is a two card draw a little much? I suppose preventing Special Summoning may be enough, but it's hard to know. The use of banishing makes it fairly useless from an Atlantean point of view as far as I can tell (They're effects only triggered when sent to the Graveyard, right?). It will probably be pretty useful for Mermails, as they can take advantage of the Tokens to get themselves on the field more quickly. Overall, I would say it's pretty balanced.

Don't take my word for it, I'm not exactly knowledgeable on them. But I think it should be okay. It will likely give Mermails an(other) outlet for summoning, but that is part of it's appeal I guess.
