The loss of attack seems a little tacked on, but I understand you wanted to keep a WATER theme running. It's main effect is very useful, and may be too powerful. I imagine balance would be the hardest thing to get right in this case. 2 Xyzs should yield a powerful effect, but negation of all of your opponents effects for a turn seems a little extreme. Swarm the field via Super Ancient deapsea King Coelacanth lets you instant summon atleast four level fours. Summon Bahamut dragon and pull another Xyz such as nightmare shark, then summon Evigishki Merrowgeist. Then xyz summon this card. Its a one turn that can get you three powerful monsters like that. OT: This card is weak. Too many Xyzs can negate effects in that part. However it is too easy to swarm onto the field via the above method. At best its a semi-water support that would be banned because its simply to strong in terms of ATK and DEF to be summoned that quickly and easily.
