Unlike Deck Dev, it can't be used to dodge a Bottomless or something in your Main Phase because your opponent will rarely Special Summon during your turn. It's a horrible topdeck, it's easier to minus with than Lightning Vortex, and it's never, ever chainable in a situation where Bottomless wouldn't be better.

Actually there's a number of places where Lightening Vortex would not be helpful, such as Quasar or Shi en. This card is basically balanced out in its difference by giving you the option to be more precise about how, when, and what to kill. Let your opponent summon their horde with a rekindling, then nuke with this. Let your opponent gather in Samurais then nuke before the Shi En arrives. It's a very good card all in all.

Lightning Vortex is not a good card in general because the discard frequently leaves you with no plays to make and you'll frequently need to kill only 1 monster.

 

This card is basically balanced out in its difference by giving you the option to be more precise about how, when, and what to kill. Let your opponent summon their horde with a rekindling, then nuke with this. Let your opponent gather in Samurais then nuke before the Shi En arrives. It's a very good card all in all.

 

In the same situations that you could use this, Rekindling could be derailed with Torrential Tribute and Bottomless Trap Hole. Samurai can be screwed up with Torrential, Gozen Match and Summon Limit. This is useless if you don't have a DARK monster to go with it, which is a big issue because most Decks don't open with a large DARK monster, nor do they have a DARK monster that can just be thrown away. If you want generic things to derail Special Summons, try Maxx "C".
