That's a destroy in place of, like the first Sam's. Drago's isn't activated, hence it applies. At least, that's how it's been explained to me. It's a freaking Dragon bomber, what's not to love. My point is the idea of tiers to me is pretty stupid, for me there are simply meta decks, rogue decks and bad decks and that's as simple as it is. All this tier 1.5 and tier 3 crap isn't worthwhile. I take tiers with a grain of salt as well, the only difference is that I do acknowledge the term as an easy way to classify what decks will be over done or win a lot. Not as horrendously OP as the rest of the good rank 7s, but still a fantastic card. Its destruction effect has an acceptable "price", it can get over that cursed Stardust without devastating everything else, and it has a good protective effect.
