Synchronized
If a "Stardust Dragon" is Special Summoned: You can Special Summon this card (from your hand or Graveyard). During your Main Phase 1: You can discard 1 card; if you do, during this turn, if this card is used as Synchro Material for a Synchro Summon, you can treat it's Level as 0.
I've been throwing around the idea of trying to design something like this to make the lower Level Synchro Monsters like Turbo Rocket, Armory Arm, Formula Synchron, etc. more playable. Rulings wise, it's not that complicated. Just when it's used for a Synchro you don't add anything to the other monster(s), since it's 0. That's self-explanatory. I think it's totally balanced and actually somewhat useful. I made sure that it's stats/layout didn't support anything like chaos too.
L0SS
The amount of times I've needed a card like this. It feels like the natural evolution for the synchro, and allows you to manage your monsters more effectively knowing you'll always have a way of making a synchro, no matter what monster you throw on the field. Obviously the Stardust thing is pretty situational, but lets be honest, who doesn't play Stardust in their synchro builds? I can see little wrong with it, and think it would be a nice concept to get synchros back on par with Xyzs.
Ren✧
Well obviously Stardust situational for the first effect, but as Plainview said, almost every Synchro deck runs at least one Stardust, so really not too much of a hurdle to leap over. The card is phenomenal in my opinion. It is perfect when needing a Stardust instead of a Scrap Dragon, or vice versa. The design is awesome and it is just all together a fantastic idea. I am honestly surprised that there hasn't been a card like this before, but I can't ever recall seeing one on this site, and obviously none in print. Would love to own this card. I think, and this is what I was going for too, is the fact that it allows Synchros a chance to viably function. This is generic, really, in the sense that you can run it in any Deck that would run Stardust Dragon and it has two things going for it. The fact that it does nothing else prevents it from being broken design, but it's very versatile. I appreciate the friendly responses. ^^; I'm glad you guys like it, I just think something like this definitely needs to be implemented because a lot of the Tuners that see play only see play because they're broken (Glow-Up) or archetype specific (Kagemusha). L0SS
I agree. Tuners at the moment feel like a hindrance, a necessary evil in order to play Synchros. This card really eases the problem, as like Renegade said, it lets you work your Stardust into other Synchros to suit your needs. It makes any monster synchro ready, and is going to make both higher and lower level synchros more accessible. Level 1 synchros, anyone?

Another thing that makes it very well designed (in my opinion) is the fact that as a WIND Fiend, it doesn't have any inherently broken combos or support for other more broken cards. Sure, it can make Chidori plays, but it doesn't support the WIND Decks directly, just like it's not LIGHT/DARK so it doesn't support Chaos. I think as a standalone card it could be considered for plenty of Decks.
