While this card is face-up on the field: Any card you control or activate that would be sent to the Graveyard are shuffled into your deck instead OR you can pay half your Life Points and add it to your hand instead (its summoning or activation cannot be activated this turn). As long as this card is face-up on the field, every turn, you must pay 500 Life Points or destroy this card. Both players can only activate the effect of "Card Recycle" once per duel.

You know all those limited cards? Well why not overlook the reasoning behind them being limited and return them to your deck, for as little as 500 LP? Or hey, even better, your hand, for a few extra! 

Sorry for the annoying sarcasm, but the point is this feels like a bad design that overlooks card limits in order to give unhealthy boosts. From recycling staples to key archetype cards, it just feels broken. I think the whole design is flawed, as returning activated cards sort of defeats the point. Okay, so you can MST it easily enough; but when has that ever been an excuse?

That's the point, it's supposed to be sending cards back into the deck. 

 

However, you yet to realize how bad it can also be: Not being able to summon from the grave, banish monster for BLS or something. You need monsters in the grave - this card just puts them back for later.

 

For the returning to the hand and paying half your LP is well as it is. Though probably won't be used as much, it still brings your LP by sh*t load of points. Then on top of that you have to pay 500. This thing destroys your Life Points easily but it's worth it. It pulls combos for cards like Rescue Rabbit and saves from cards like mirror force.

 

The meta needs that.

 

And think about, only after 3 turns, your Life Points go down by 1500 and, if you do the effect where it sends it to your hand, that brings it so much lower.

 

It brings Xyz and Synchs back into the extra deck - which is good and bad and also lets you bring back the materials into your deck.

 

Just think of situations like that, it's great. Being able to reuse later for more summoning, more speed, more fun.

I have to agree with Plainview, in general the card design is flawed and kinda messed up. It basically turns your deck into something like Madolches, and the return to hand effect is just... bad. It's like you can use any Limited card twice provided you have the LP to do it, and some decks capitalize on the LP difference so it shouldn't even be a problem to those. Because it says half, the effect can be used anytime, which is kinda the reason Solemn Judgment was limited.

 

The OCG is majorly messed up and just wrong. I don't think it's even possible to word what you probably had in mind correctly, but this is probably:

 

Any card sent to your Graveyard is shuffled into the Deck instead. During either player's turn: When a card would be sent to your Graveyard: You can pay half your Life Points; Add that card to your hand instead, but you cannot use cards with that name or their effects this turn. During each of your End Phases: Pay 500 Life Points (this is not optional). If you cannot, destroy this card. You can activate only 1 "Card Recycle" per Duel.

 

Both players can only activate the effect of "Card Recycle" once per duel.

Again, activating a card and effect of a card is different.

 

The current line means, after 1 card is shuffled into the deck, it stays there like a useless Call of the Haunted or Ninjitsu Art card.
