It's TKRO's second effect minus the 1900 body, Chaos setup, and NS-usage. As Normal Summoning isn't a thing and ED Summoning is everything, this card seems like it would be a Solemn Warning without the hefty 1/4 HP cost. However, there are its flaws such as not having that 1900 body or being LIGHT for your Chaos shenanigans, plus it can't do anything about Monster Reborn, CotH, or some of the boss-Summoning mechanic of a few rogue Decks such as HEROes or Gish-cars (although you could use this to boss-snipe a card to prevent Reborn or CotH from getting it). Even though TKRO can do what this does and more, the fact that this doesn't eat your Normal Summon gives it a few perks over TKRO.

 

Before I checked to see what this card doesn't negate, I was stuck thinking "Why isn't this card the replacement for Warning?" But then when I did look it up and then start making this topic to ask that question, I answered it myself: it's just TKRO's second effect in a jar. I still feel like I should just leave this topic here since it is pretty decent, but not as good as quite a few other Traps that we see.

Yeah, but Rai-Oh's use this format has everything to do with the "no searching" effect.

 

TKRO's second effect and this card doesn't stop Mermails, it doesn't stop E Dragons, and it doesn't stop High Priestess.

 

So, in other words, this card has NO perks over TKRO.

This does have one perk over Rai-oh in that this can't be attacked over before your opponent decides to Xyz. For example if they Summon Megalo and Abyssleed then they can run over T-King with either then proceed to make Big-Eye.

 

I think it's a pretty viable Side-Deck card but there are better options.
