You can" Effect, meaning that, since discarding this for a cost wouldn't be the last thing to happen, it'll miss the timing. Though I guess if you played it in Prophecies you could draw into a Spellbook of Secrets or something as a Quick-Play? Yeah I'm clearly fishing for straws here...
