Banishing is a little harsh, I'd just keep it to destruction. I also dislike that it has 200 DEF.

Probably, a really good idea as now that I think of it, this thing is almost like a Pleiades with Fire Formation support :O

this card doesn't seem very fair. Giving you a salvage for Tenki which you can do give or take every turn for infinite Tenkis (Cardinal Commander exists) isn't very fair in the slightest while being a Spellbook of Fate for a deck that really does not need nor deserve it. This is just plain awful design. Reconsider what is meant by fair card design and try again.
