krondalix
Explain me "foil" effect (don't understand loll) There is no need filters for this effect. The line tool is found on the little panel (where you select the brush or pencil). Blending option is found on your layer window (usually in right of your screen) by clicking the right button of your mouse on the selected layer. There you will find Gradient overlay on the popped up window. The Rainbow gradient is on all photoshop versions usually from the 6.xx versions on the gradient styles panel (found on the gradient overlay through blending option anyway).
