Might need to lower the damage a bit.

2 Level 4 monsters
Once per turn, during either player’s turn, when your opponent activates a monster effect: You can detach 1 Xyz Material from this card; negate the activation, then inflict 1000 damage to your opponent. If this card with Xyz Material is destroyed by your opponent's card (either by battle or by card effect) and sent to your Graveyard: Inflict 200 damage to your opponent equal to the number of monsters on the field. This effect of “Terror Stormer” can only be activated once per turn.

I think the effect damage is OP'd. The fact that it also negates the effect seems like far too much. I'd go for either negation OR damage, not both. The second effect is fine, nice and simple. It's good to have an Xyz that does when it goes to the grave. For it's level of effect, it's ATK and DEF seem well placed. 

 

It's just that first effect that is going to cause problems. If you're going to stick with both, make it half the ATK inflicted instead. It would be interesting to play in against a lot of meta builds out there; but it needs toning down, I feel.

This was kind of based of a Counter Trap Anime card, but maybe as an Xyz Monster it becomes more of a problem. I dunno, at least it doens't destroy the monster, so they can always reuse it if they so wish.

You realize... you've just made a Generic Dolkka that doesn't destroy but instead could potentially inflict a great deal of damage? Negation Xyz are also overdone. Monster effect negation is already too much, the burn makes it over the top, especially considering how big of a burn it is. Even with the once-per-turn clause, you could potentially lock your opponent. To tone it down, I'd turn it more into stun by allowing your opponent to negate the negation only by discarding a card and turning the damage into either only half the ATK or just 1000 damage. Otherwise it's fine, the stats are fine as it is, though you could possibly raise the DEF.

I can see your points, I think 1000 is good enough, can deal about 3000 if it uses and the field is filled (unlikely). I can't really edit it right now, I'll change it tomorrow, and maybe tweak some other things as well. Fun fact, this was gonna be Chaos Rank 5 actually, but there's only 1 Beast-Type Xyz Monster, so it's kind of meh that way.
