Posting cards similar to existing ones

If a card posted here has the same name/photo as a card that already exists, and a similar but different effect, can the card be posted? Is this the case with cards that do exist but have not been released, and the effect of the card posted is similar but not the same?

And by "here" I am referring to the places where you can post your cards.
