If the toss results in the called side: it is now the Draw Phase (draw a card as if the turn just started.) You cannot declare an attack until your 2nd Standby Phase after this card is activated. It needs some sort of restriction to it, like preventing you from battling during the first/second turn, otherwise you're just taking two turns in a row. And only MTG is supposed to do that.
