I'm not sure if the OCG is "off". Saying "just activated" means this has to respond directly to the effect being activated. It doesn't negate the activation, though.

It's the only card in the game that does it. It's as Dragonite said, Konami experimenting. There's many different ways to say it, Xyz Block and Xyz Wrath both say it different ways, The Huge Revolution is over, Swallow Flip, Mesermizing Trap Hole. There's no real way to say it, but saying just activated sounds silly, as you always respond to a card that is just activated. Maybe it's Konami trying to make it clear so even little Billy knows how to play the game without looking at the rulebook, but honestly, who knows? Card on the other hand, as Judas pointed out is meh.

It's implying that it activates with the timing of a Counter Trap Card, as opposed to activating willy-nilly like Fiendish Chain. This is necessary because it does not specifically cancel the activation; it only stops the effect.

There are many cards which activate like this does that isn't a Counter Trap. I don't quite get what you're getting at.

My Body as a Shield activates like this. It must activate directly in response to the triggering effect, and cannot be activated later in the Chain. But the difference between this and that: This negates the effect, rather than canceling the activation. Most cards that negate effects can be used at any time in the Chain.

There're cards which you can activate whenever you want? I havn't ever heard of that.
