A FLIP: Effect will get it's effect regardless of how it is flipped up, whether by battle, by effect, or another outside reference. It's the reason Snowman Eater still gets it's effect after being flipped up. In any event, it's a slower, watered-down version of TGU that requires P2P, so I suppose that's a plus. Though, given the potential -2 that this card gives off, it doesn't seem all that great when you look at it in comparison. It's searchable by Tenki (if that's the correct card) to fill your hand fast so you can get it's effect off faster. Not bad, but not great, either, overall. Then, Special Summon up to 2 "Kitsune Shapeshifter" from your hand or Deck." I was going for Tenki, glad you noticed. However, if you did that, you would be taking away from the speed of the card and it's general use. I would honestly say to keep it the way it is, if you wanted it to be at least slightly good. If you really just wanted to avoid the damage step, you could just put "When this card is flipped face-up, except during the Battle Phase:...". I fail to see how it's a -1 at best though. It's a -1 if you use it during the enemy turn and one of the 2 gets destroyed, and if both get destroyed it's -2. I made this card to work with Fire Fist, but I didn't want it to be a "Brotherhood" monster. So I'll take it it's balanced, based on your CnC? Cards with effects like this tend to fail in the meta, and I don't believe this would add speed to the Fire Fist decks that you see in the meta (though the assumption may be wrong). Based on the cards that tend to do this sort of thing, it's a balanced once per duel (unless PoAed) effect, in my eyes. Also, its not really considered a - to lose cards from your Deck, though yes, if both were in your hand, major minuses would occur, but they would be dead in hand if you didn't Summon them anyways.
