Because I've received complaints regarding its Normal Monster Special Summoning effect being overpowered and "badly designed", though far more playable existing cards such as Daigusto Emeral and Azure-Eyed Silver Dragon (to an extent) do the same thing...

2 Level LIGHT monsters

When this card is Xyz Summoned using “Blue-Eyes White Dragon” as any of its Materials: Halve the ATK and DEF of all face-up non-LIGHT monsters your opponent controls. Once per turn: You can detach 1 Xyz Material from this card; Special Summon 1 Normal monster in your Graveyard. During your End Phase: You can Tribute 1 Normal monster you control; destroy all monsters your opponent controls that did not battle this card this turn.

I like the flavor behind the card. I don't really see the point in the "that didn't battle" part of the last effect, as you would simply not conduct battle that turn if you planned to Raigeki.

The card is really useful, and since it requires Blue-Eyes specificly, it isn't really OP or anything. Emeral/Raigeki (end phase) on a stick with Blue-Eyes body. If it was any weaker, it wouldn't be ran. I do believe, however, you may make the Special Summoned monster not attack that turn. It shouldn't matter to much with the last effect, and it should prevent the scenario where 2 Blue-Eyes turn into a Super Powered Blue-Eyes and a regular Blue-Eyes (which is a bit unfair if both can still attack).

What you're saying is basically true, though using two Blue-Eyes to summon it is unlikely to be the exact scenario. Nevertheless, the only advantage of having both this and a Blue-Eyes out as opposed to two normal Blue-Eyes during a turn is that summoning this (will likely) weaken your opponent's monsters (not that they would normally be battling head-to-head with Blue-Eyes anyways). So I don't see a problem in letting the revived monster attack (and it can only revive if there was originally a Normal in the Graveyard anyways, since it can't revive either of its materials without one), since in terms of combat, this with a Blue-Eyes is no worse than facing 2 original Blue-Eyes.

It does, and I admit, I never thought of the situation of using 2 Blue-Eyes to summon it. And as for the card's balance, if it were even the slightest bit easier to get out, then yes, I would have agreed with your previous statement.
