I also have a non-generic version of this guy in my Reptiles set, but I decided to release it here as generic for you guys to comment on the design.

 

An OCG fix might also be necessary.

i like it seems over costly yhough i dont think you need the destroy all other monsters part and id also lower the atk to 2400 and def to 2000 the fact that the opponents monster return to him if flipped face up means all he has to do is atk it to get his monster back so overall i would give 7/10 fix the cost up and stats and i would go 9.5/10

It's quite interesting, it's more balanced than Big Eye, but also easier to get out, which surprised me quite a bit. I think 2600 is a bit much, though it isn't that big of a deal, since you are not going to be attacking much with this guy. Now, the "Once per turn" doesn't matter at all, since when you flip it face-down, that changes. If you wish for it to have Pot of Duality clause instead, that makes this more balanced, since you can flip this face-up and use it again, but as it destroys, I suppose it doens't really matter since it would also return it actually. Not having a once per turn clause doens't drag this down to extreame overpoweredness, unless you use Forbidden Dress on your other cards, but I hardly doubt you would wish to do that. The fact that it's WATER is kinda strange, as it looks more like an EARTH or DARK monster. Is there any special reason why it's WATER? Anyway, the OCG seems to be fine, just a few non-capitalized letters here and there, and I took out the OPT, since it doens't matter.
