Not-so-Radiant Arin
Destroy a number of cards on your opponent's side of thefield equal to the number of "Cherry Blossom Symphony" cards in your Graveyard. When this Set card is destroyed by your opponent's card effect: You can send 1 "Cherry Blossom Symphony" from your Deck to the Graveyard.
I was thinking earlier this morning about the full applications of Heavy Storm/MST, when I decided that the game needs more "good" MST bait, besides random shit like that one Trap Card when destroyed inflicts 1k damage to the opponent. That's terrible. With this, though, I feel as though you can set up magnificent plays and generate a lot of plusses at one time, given the proper dedication and work. It also makes Mill-centric Decks a bit better, depending on how many "Cherry Blossom Symphony" you keep in your hand and how much you mill. Was debating putting a "You can only play 1 'Cherry Blossom Symphony' per turn" clause, but I wanted to see the consensus of the card before I do that. Zazubat
If I'm getting my rulings correct, you need to have at least one to activate correct? Well, I can't say I'm a fan of easy destroys, but considering that you would have to put 3 of these in for it to actually be effective, I actually don't think it would really be very much worth it. I also don't think it needs a OPT clause. So yeah, alright card, but probably won't see much play outside of mill.dek as you said in OP tbh. Therrion
If Zazu is right and you need one in the graveyard to use it in the first place (which I don't believe is the case ruling wise) then the card is balanced. If the above is untrue, then it is far too powerful, even without the second effect for MST bait. It has the potential to be a +2, which is OKAY~~~ I wouldn't mind it to to much. I love the art, btw. Not-so-Radiant Arin
It actually says "plus 1" now, so even if you don't have a "Cherry Blossom" Symphony in the Graveyard, it can still destroy one, similar to MST/Smashing (I think). Now I'm debating, even with the added lore, if it still needs a OPT clause. There's also a number of ways to recycle Spell cards for continuous plusses, though mostly rogue Decks would recycle Spells.
Therrion
I have to say I dislike it, then. It needs a cost, in my opinion, for being so versatile and lethal (in pairs). Perhaps make it so if it would destroy 2 or more cards, you have to discard a card? That way, the first is free, but the second and third would have a cost (Although I still dislike the far to easy destruction effect that can target any card). Not-so-Radiant Arin
Hmm, alright, I'll take out the "plus 1" part. That only stems to make the card far more busted than it already is.
