I have a problem with the second chosen effect. Did you mean for it to destroy a monster on your opponent's side of the field as well as tower dragon? Or two monsters you control? If it is the latter then the card would never be used. As a whole, I see it as fairly lackluster and Gaia/Vulcan would be used instead.

oops, forgot Synchro requirement. Just generic 1 Tuner + 1 or more non-Tuners, will fix that later. Anyway, my intention is that the opponent activates, and is therefor the person who chooses which monster to destroy.

 

EDIT: Fixed. And yeah, I need a better name, I am never good with names.

I don't really feel like this card would be used. You never want your opponent to have a choice, and this card directly gives it to you. This card's Synchro would be a 0 without the opponent's effect, but becomes a -1 if the first effect is chosen, which would most likely be the case, considering getting rid of one of your monsters to kill a petty 2000ATK monster is questionable unless you are about to get obliterated. Far too weak, outclassed majorly by Vulcan/Gaia (be it a -1 still, it puts damage/pressure on the field, which this card provides 0 of).

Grant an ATK boost, making him actually worthy of someone using the second effect, but not too much to the point that people replace Gaia for him. Perhaps 2500 ATK would be fine? You could also make the first effect, rather then "Anthing Returning Alive", into "Monster Reincarnation". (Make them discard to add a monster to hand).
