So I realllllly like Zombies. Zombie World makes everything crazy which I love since it stops Decks like Dragon Rulers.

 

This card is really to work with Zombie World.

You can Special Summon this card, (from your hand), by banishing 3 Zombie-Type Monsters in either player's Graveyard. Once per turn, you can target 1 level 4 or lower Zombie-Type Monster in either player's Graveyard and 1 Zombie-Type Monster in the player's Graveyard who did not have a card in their Graveyard not targeted first by this effect: Special Summon the first target to your side of the field and shuffle the second target into the owner’s Deck. This card cannot attack the turn you use this effect. Any monster Special Summoned by this effect cannot be used as Synchro or Xyz Material for the summon of a Zombie-Type Synchro or Xyz Monster.

Why do a double negative? Just make it Special Summon 2 from the same Graveyard, much easier to word.

Now if the double negative was unintentional "who did not have their graveyard not targeted..." then simply remove the second not.

I don't see point in making the monsters not able to be used for Zombie Extra Deck monsters---that is kind of random, weird, and not really needed. Just let them, no broken plays would come from it.
