wightpower
This is a really cool card, and it resonates deep within my heart, for most of my deck is populated by machines. At first I was going to suggest balancing it to make it so the effect gain only lasts until the End Phase, or something else along those lines, but because you're also banishing two other machines alongside the one with the desired effect, I think you've balanced out the cost pretty well. Otherwise, the only other suggestion I have is to maybe make it so that the only monsters on the field you can give effects and ATK to with this card are other machine monsters. That's all I've got as far as suggestions go. I don't see anything wrong with your OCG, but don't take my word for it because I'm hilariously bad with that stuff. I've got no complaints for this card. Love it.

Not-so-Radiant Arin
It's a bit weak, considering the hefty cost, but it also turns normal Machine cards into Gearframes, Fortresses, Chimeratechs (lul), Scraps, and Ancient Gears. I guess they would all get a little bit of use out of the card. But Banishing Machines is kind of counter-productive to any sort of machine Deck (Scraps and Machinas like to be in the Grave, and Ancient Gears like to swarm from the Deck while manipulating their Field Spell), and all that does is give you a Level 4 Fortress with an extra 500 ATK that loses it's last effect to destroy a card when it's destroyed, which is what makes Fortress pretty good (aside from it punishing the opponent when targeting it). If you were to fix the cost to maybe Banishing 2 instead of 3, then it would probably work better.
