This card would be outclassed by the already-outclassed Sakuretsu Armor even if the requirement of both players having a FIRE monster in the Grave was removed. The thing is that getting rid of the monster is much more favorable than inflicting a shallow burn and negating a single attack. The need to banish a FIRE monster from your Graveyard allows you to have room to give it an effect that normally should not be generic (such as a hybrid of Magic Cylinder and Sakuretsu Armor or something), but the need to banish a FIRE monster from your opponent's Graveyard kills it even deader as not really many Decks run FIRE monsters (those that do usually only have them as Extra Deck monsters, if any at all. When this happens, your opponent probably won't fulfill his/her end of this condition and therefore your card is dead), forcing this to become a Side Deck option rather than a Main Deck option. That or you do some funky drug-related idea that involves putting your cards in your opponent's Graveyard, but that's bound to people accidentally/intentionally stealing the other player's cards.

 

This needs to lose the "banish a FIRE from your opponent's Grave" thing and be enhanced to actually getting rid of the attacking monster. You can keep some sort of silly burn effect just for the flavor and for making this not outclassed by generic cards such as D.Prison or Mirror Force.
