2 Level 4 monsters. While this card remains face-up with an attached Xyz Material: Negate the effects of all non-LIGHT monsters in the hand and on the field. You can Detach 1 Xyz Material from this card; Send the top card of your Deck to the Graveyard and if the card sent was a LIGHT monster: You can Special Summon 1 Level 5 or lower monster from your hand or Graveyard. This effect of "Helena St. Clair" can only be used once per turn.
Anti-LIGHT stun combined with your traditional Monster Mash luck statistics. Given that, though, it can easily set up Rank 5 plays if you are so inclined, but mainly you would use this for Field control and against something like Incarnates, who have a wide variety of Attributes.

C&C.

It doesn't really seem fair to me... It's a generic Skill Drain on a 23 body that doesn't die to MST. So any rank 4 deck can run it, and there are a crapload of rank 4 decks out there that can abuse her. The SS effect doesn't seem very much of a problem to me. It's luck-based and restricted, but still powerful. Coupled with the first effect, it functions as a control card AND a swarmer. For 1 card gosh dernit. You know what would balance this card perfectly, IMO? Having it detach 1 Xyz Material during the End Phase. At that point you could probably get away with the detach for the swarm effect.

Far too unfair. Honestly, it would be unfair even if it had no detach effect. Generic Skill Drain is something that should remain off of an Xyz. Perhaps if it required 2 non-LIGHT material, suggesting that you also suffer from her effect since you met the Summoning conditions.

Alternatively, have her have the first effect but when she negates an effect with it, detach a material to negate that monsters effects for the rest of the turn.

"When a non-LIGHT monster's effect is activated on the field or in the hand: You can detach 1 Xyz Material from this card; negate that monster's effect. Monsters who have their effect negated this way or share the same name cannot have their effects activated for the rest of the turn." Not really the correct OCG, too tired to find the right OCG, but something of the sorts would be better and more balanced, imo.
