Sora1499
As if it weren't broken enough already, I gave it a RUM Chaos Number. Cuz everyone loves RUM. It's great at parties. Yoho.
http://forum.yugiohcardmaker.net/topic/304587-yay-3-mat-rank-2s-number-23-plasma-pulse-dragon/
Comment, review, rate, hate, whatever. Enjoy! When this card declares an attack: You can detach 1 Xyz Material from this card; change all monsters your opponent controls to Defense Position. If this card has "Number 23: Plasma Pulse Dragon" attached to it as Xyz Material, it gains the following effect: *You can detach 2 Xyz Material from this card; destroy all other cards on the field. You cannot Summon other monsters after you use this effect.
Amanea
Balance It feels almost that the only drawback is the requirements for its Summon. To balance the defensive and offensive effects, I'd suggest that its first effect require Xyz Material to be currently attached in order to prevent destruction. Either that, or an Xyz Material should be detached. Basically, the defensive effect feels too free for a CED-reminiscent effect compounded with the ability to beat down anything with less than 2700 DEF. I do actually think that the nuke is more leveled than Plasma Pulse Dragon's Raigeki, as it doesn't have quite the same frequency of OTK potential. Flavor Maybe to accentuate the "CED" and "Number C" themes, you could add a smidgen of effect damage somewhere in there? It wouldn't be necessary, but all Cxyz/Number C monsters offer some form of effect damage. Other than that, the absolute destruction effect is always a little interesting, especially when evaluating its counterbalances. The artwork is fantastic, very clashing and not dissimilar to Plasma Pulse Dragon. I like how the wings radiate outwards in the same flow as the dashes of starlight on the Xyz card. It makes him look poweful. o: Utility With such a hefty Summoning condition, either with pirate liquor or by somehow bringing out 4 Level 3's, I imagine it would only see the field occasionally. It could be a win condition of fantasy for Frogs and Agents, or for any weird Wind-Up Decks. (I doubt it would be work 4 Level 3 monsters without the nuke ability.) Regardless, rarely seen boss monsters are always fun.
Sora1499
I could make it do 400 damage for each monster that it changes to defense position. I'll also make its destruction dodging apply only while it has material.
