I don't like to say it, but it's waaaaay too overpowered, in my opinion. It essentially locks your opponent's hand down, and if they don't run specific cards that allow them to draw outside the Draw Phase, they'll eventually reach the point where they have no cards in their hand and each of their Draw Phases is useless. I like the idea of returning a card from their hand to their Deck, but the way its been incorporated here is, unfortunately, impractical and overpowered. If this card ever existed, it would be banned for the same reason that Yamata-Garasu is.

 

As far as suggestions go, I'm at a loss for words. I don't think this design is workable. Sorry :(

I am certain people do have draw power out of draw phase... AHEM Judgment day.

this is more comparable to time seal.

I would be obliged to say this is broken because it constantly -1s your opponent, but at the same time, it's also very vulnerable and the game usually won't drag on long enough for this to end up being a -5 or so for your opponent even if they decide not to take it out. If you get locked down by this, you're either very unfortunate, need to run some better cards, or quit throwing your hand onto the field so recklessly. Besides, you can stop it entirely with MST. It sending the card to the Deck rather than banishing it/sending it to the Graveyard is also helpful since many Decks out there use the Deck as a second Graveyard (and the Dragon Rulers like to banish their adults for the free searching). It could potentially mess up plays at its best, but won't really do any real harm at its worst when it chooses badly, outside of getting your opponent to lose a card.

 

The only reason I feel this way is because of how fast the format is, that and MST is unlimited, even if it isn't maindecked by most Decks nowadays. Should the format get slower, then this would likely need to go. I suppose if you want to weaken it, just make it optional with a cost of you discarding a card.

This card is horribly made.

It is a straight up +1 each turn, a pseudo Time Seal, if you will, and have stated. The card is OP, and even though some decks do have enough draw/search to not care for it, that doesn't excuse its power level. Nothing like this should ever be made.

My suggestions? The same as will be made by anyone who comments here.

Rehaul, meaning, remake it entirely OR add a very high cost, like, you can't draw cards kind of cost or a during your end phase all your cards besides it gets banished cost.

 

On a side, edited note. Yes, MST is unlimited, but that doesn't mean we should throw OP cards out there and justify them with a "Oh, well there is a lot of destroying out there! Might as well make a Continuous Spell that banishes a card my opponent controls once per turn, because, hey, MST and Blaster exist!" No. It doesn't do good for the game, and that is probably the same line of thinking Konami has when they make stupid things while drunk and high.
