As for the card, Life Point gain, unfortunately, is not very useful in the game, and this doesn't even help your Life Points. Firstly, it is situational for your opponent to play a Level 7+ monster. Sure, BRD, Stardust, Crimson Blader, and the such aren't that uncommon, but they're also not hitting the field often enough to make this card go live every time you draw into it. Dragon Rulers are a different story, but this doesn't do remotely good against them either.

Now, when I said that this card doesn't actually help your Life Points, I meant it. Most Level 7+ monsters you see have more than 2400 ATK, which is the max you could possibly even get with this card (provided it's not over Level 7), and the destruction only ends up making you lose more Life Points than what you gained. Therefore, you're just wasting cards in order to hurt yourself more than by not playing them.

When it comes to Life Point gain, gaining 2000-so Life Points is not really going to help all that much. It may, in certain situations, save yourself from losing when your opponent pushes for game. This card doesn't need to destroy the monster, doesn't need to be so situational, and could possibly get away with a higher Life Point gain. I'll leave it to you to execute the card - it is yours, after all - but I'm suggesting that this card might be somewhat ok if you gained an average of 3000 Life Points and if it was easier to play.
