Would say it should've gone to 1, but people only use it at 1 at most, so wouldn't solve anything. Sure this is a bit easier to make, however this is either a 800 damage burn or a 3k beater if it attacks a monster, while Gustav Max is a 2k burn on top of a 3k body that can attack the same turn it uses it's burn effect. Both can finish an opponent off. Neither is really balanced. Gustav is less balanced than Cowboy. That's ultimately the case.
