You can Banish this card from your Graveyard and Target 1 Spell in your Graveyard; Return that Target to the top of your Deck. This effect of "Blue Moon Exorcist" cannot be activated the turn this card is sent to the Graveyard, and can only be activated once per turn.[/spoiler]

 

Wanted to make something that supported Prophecies Milling Spell Cards. I thought returning it to the hand would be stupid, so I slowed the card down because I honestly don't know how else to balance.

Okay, so here it goes;

 

Overall, I like the effect. Under the proper conditions, it lets you choose a Spell card to send to your Graveyard, which can later be added to the top of your Deck and drawn on your next turn. Further, some spell cards may be useful in your graveyard (such as spellbooks). That said, thereare many benefits that can be reaped from this card, but the cost is, as I will discuss, mediocre.

 

  • Effect Usefulness: With Spellbooks, I can already foresee some potentially good combos: you can send Spellbooks to the Graveyard for Spellbook of the Master to target, or for Fool of Prophecy and/or Reaper of Prophecy to use to fulfill their effect conditions, or for Spellbook of Fate to use. There is, in short, a ton of prophecy combos that you can accomplish with this card. Further, in a less prophecy-oriented Deck, you can use this card to recycle powerful Spell Cards (Dark Hole being the most probable target, especially since Heavy Storm and Monster Reborn are banned now). Recycling Spell Cards and adding them to your hand has always been one of the most avoided card effects, but this card accomplishes that without being overpowered or easily exploited.
  • Artwork: One of the first things I judge a card on is artwork; if it looks shitty, I won't read it or review it. The fact that I am reviewing this card should suggest that I do, in fact, adore the artwork you used. The name fits perfectly as well, and the effect is in tandem with the innocent nature of the depicted spellcaster. I like.
  • OCG: Almost perfect; just change "Spell" to "Spell Card" :)
  • Effect Balance: Okay, so here's where the real review comes in. Now, let me start with the cost, which is in no way creative or original: waiting. You wait. And wait. And wait. And then you get the Spell. The typical process would go as follows: 1) Your turn: Summon Blue Moon Exorcist; 2)Your opponent's turn: destroy BME by a card effect or battle (depending on the case, you can use BME's effect); 3)Your turn: use BME's effect to add a Spell from your Graveyard to Top Deck; 4) Opponent's turn; 5)Your turn: you draw the card. Now, with draw cards like Upstard Goblin, you can get the card quicker. Regardless, the process is slow. Gold Sarcophagus can do all of this, but can choose ANY card (however, it is worth noting that Gold Sarc. is limited at 1 this season). Magical stone excavation lets you discard 2 cards to add a spell card from your Deck to your hand. This card is just too slow. Even in a prophecy deck, where milling spellbooks could be useful, adding them to the top of your Deck could be useless if Spellbook of Wisdom is used afterwards (though this is highly unlikely). The point is, the effect is good; however, its too slow to run. My suggestion would be to simply remove the " This effect of "Blue Moon Exorcist" cannot be activated the turn this card is sent to the Graveyard" limitation. That way, you can summon her, intentionally destroy her, and add a spell to the top of your deck that can later be drawn.
