And also, similar cards have weaker effects and still got conditions. If you bring "Filter" on the field, it's basically only a matter of who has the stronger monsters because you cant use any effects then. The activation condition is nigh-irrelevant - I can pop Torrential Tribute to get this card running, and it costs less than Imperial Order to maintain. Shooting Star: "Special Summon any monster, ignoring any Summoning conditions" So, I'll Special Summon Horakhty. Since nothing defines Horakhty's ATK, I lose no Life Points. Since I special Summoned Horakhty (how this is accomplished is not specified), I win. Glaring design flaws right there, even for joke cards.
